In Community Action, strong partnerships shape strong outcomes.
That is one reason Melissa Tabb has made such a lasting impact across Pennsylvania.
As Deputy Director of the Center for Community Services at the Pennsylvania Department of Community and Economic Development (DCED), Melissa has spent more than 15 years helping community programs grow stronger, work smarter, and stay focused on the people they serve. She oversees major federal and state initiatives, including the Community Services Block Grant (CSBG) and the Neighborhood Assistance Program (NAP), and works closely with Pennsylvania’s 42 Community Action Agencies and key national partners.
Melissa’s work reaches far across the Commonwealth. But what stands out most is how she leads.
Leadership That Builds Trust
Melissa is known across the network as someone who listens well, leads with care, and follows through.
She has helped create an environment where government and nonprofit partners go beyond simply meeting requirements. They learn from one another. They solve problems together. And they keep working toward better support for local communities.

Turning Ideas Into Real Improvement
One of the clearest examples of Melissa’s leadership is her work on continuous improvement.
Melissa helped guide the move toward a more flexible and responsive model through the CAP Infinity Suite (a series of specialized courses designed to enhance the skills and knowledge of Community Action professionals). That shift reduced administrative burden, saved staff time, and gave agencies more room to test ideas, improve systems, and strengthen outcomes.
What had once felt more compliance-driven became more useful, more practical, and more open to innovation.
That change has made a difference across the network. It has also drawn attention beyond Pennsylvania, with other states looking at how they might learn from the model Melissa helped shape.
Respected Across the Network
Melissa’s impact is easy to see in the words of Community Action leaders.
Jen Wintermyer, CEO of Tri County Community Action, said Melissa reflects “the very best of what community action is meant to be—innovative, collaborative, and deeply rooted in community.” She also shared that Pennsylvania’s network is stronger, more connected, and more forward-thinking because of Melissa’s leadership.
Megan Shreve, CEO of South Central Community Action Programs, described Melissa as a leader with “quiet strength, deep listening, and a true commitment to partnership,” noting that she has helped reduce burdens and strengthen outcomes across Community Action.
Rachelle Abbott, President and CEO of STEP, Inc., called Melissa “invaluable” to the network and praised the way her thoughtful leadership has helped strengthen the organizations that support Community Action in Pennsylvania.

A Lasting Difference
Melissa’s leadership has strengthened systems, improved relationships, and helped Community Action grow stronger across Pennsylvania.
During the pandemic, she also led the distribution and administration of $42 million in CARES funding, helping communities get the resources they needed during a time of crisis.
That kind of leadership leaves a mark.
It shapes programs.
