When Pennsylvania’s state budget stalls, families pay the price.

It might sound like a technical fight in Harrisburg, but across the Commonwealth, families are already feeling the impact. This isn’t abstract—it’s personal. It’s about your neighbor. Your cousin. Maybe even you.

Pennsylvania is the only state in the country right now without a budget.

As of today, we’ve gone more than 100 days without one. That means critical funding for housing, food security, workforce development, and senior care has been delayed for more than three months—and the consequences grow every day.

The Real-World Impact of Pennsylvania’s Budget Delay

Every day without a finalized budget, funding for essential services is delayed:

  • Housing and energy assistance

  • Food security programs

  • Job training and workforce development

  • Senior services

  • Early childhood education

Each delay adds risk—missed meals, missed learning, and colder nights ahead. The harm is compounded this year by the federal government shutdown, which further strains nonprofit providers who keep communities stable.

Who We Are: Community Action in Pennsylvania

Community Action Agencies (CAAs) are on the frontlines of this work.

Across all 67 counties, 42 Community Action Agencies served more than 450,000 Pennsylvanians last year. Together, we employ over 4,800 people, making Community Action both a lifeline for families and a vital part of Pennsylvania’s economy.

When someone walks through our doors, they’re met with compassion and dignity. Our teams problem-solve with families, connect them to resources, and help them stabilize so they can fully participate in their communities and the workforce.

Programs at Risk

As the impasse stretches on, agencies face painful decisions:

  • Furloughing staff

  • Closing programs

  • Suspending payments to more than 2,300 local vendors

  • Cutting services that families can’t afford to lose

One of the most urgent concerns is heating assistance, which typically launches in October and November. In some counties, crisis programs haven’t started. Elsewhere, applications are being accepted but funds can’t be released.

Behind every delayed dollar is a real story—a parent juggling bills, a senior choosing between groceries and heat, a child waiting for a meal.
