David Bradley is one of Washington’s leading advocates for low-income programs. For nearly two decades, Bradley has worked with federal government representatives, members of Congress, congressional staff and key White House personnel to develop national policies dealing with low-income needs and related regulations and guidelines. Bradley is Executive Director of the National Community Action Foundation, a private, non-profit group that interacts with Congress, the Executive Branch and state governments to represent a variety of anti-poverty programs. He is also a frequent witness before Congress and serves on a number of advisory boards and commissions. He served as principal author of the Community Service Block Grant (CSBG) and major contributor of the McKinney Act. Bradley served in the Carter Administration as congressional liaison at the Small Business Administration and is a partner in the government relations firm of Moss, McGee, Bradley, Kelly & Foley. He holds Bachelor’s and Master’s degrees from George Washington University and was a senior executive fellow at the Harvard University John F. Kennedy School of Government.
